He goes by the name Richard Heart and his crypto chain is called PulseChain. The lead coin on there is called Pulse (PLS) but the one he created first and foremost, even before PulseChain is called HEX.

The original HEX coin, created in 2019, was meant to work on Ethereum and produce much less gas fees. 

It does this but Ethereum started to suck, especially with its insane gas fees, so now PulseChain, using PLS as gas and 1000x cheaper than Ethereum, has been created to solve that problem.

But Richard is a bit of a controversial character and has been called the "Donald Trump of Crypto".

In the article I reference below, keep in mind that it was written, by me, over a year ago, so some things have been updated...

Such as: the SEC (U.S. Securities & Exchange Commission) hearing has already taken place and is currently awaiting a decision by the judge. A motion to dismiss has been requested and a decision could come any day now.
