How to permanently store digital photos?

No digital storage is truly permanent, so the practical answer is ongoing preservation. Keep at least three copies: the working library, a local backup, and an offsite backup. Use reliable drives and cloud storage, and replace aging hardware every few years. Choose standard file formats such as JPEG for access copies and keep RAW originals where possible. Organize folders clearly and document the system. Check files regularly and test restoring from backups. For family archives, share copies with relatives and consider printing important photos. Migrate data to new media as technology changes. Permanence comes from redundancy, maintenance, and repeated copying, not from any single device or service.
